For Maintenance mode to create the holding page images for it. 

Customer Order Setup > Web Pages and email Text > General






You can then apply the image(s) for the page depending on the size. 

then to put the website in and out of maintenance mode go to 

File Maintenance > System Configuration > Web specific 



You can then tick to put the website into maintenance mode or untick to remove from maintenance mode.
